Robert Melville	General	Yes - the signal is absolute. The hirailer operator must receive authority from the dispatcher (an "EC Order") to occupy the track between absolute signals. So the dispatcher indeed knows where the hirailer is at all times.	2/24/2017 7:28:41 PM
