This is probably a dumb question, but the dispatcher does know where he is at all times. That is an absolute signal correct?

Yes - the signal is absolute. The hirailer operator must receive authority from the dispatcher (an "EC Order") to occupy the track between absolute signals. So the dispatcher indeed knows where the hirailer is at all times.
